Registering a newborn is a fundamental right guaranteed by the Turkish government for all foreigners, and the process itself is entirely free. However, it is mandatory to complete the registration within 30 days of the birth date to avoid financial penalties. Timely registration secures the child's full legal status at no cost. Delays may result in a monetary fine and cause additional complications in official procedures.
- Birth report: Obtained from the hospital directly, or electronically via the e-Government portal.
- Parents' identification: Passports, or the Temporary Protection ID (Kimlik) for Syrian nationals.
- Marriage certificate: Issued by Turkish municipalities, or a foreign marriage certificate translated and notarized at a notary office (Noter).
Stage 1: Civil Registry Office (Nüfus)
Book an appointment through the official Civil Registry website, selecting the transaction type "Yeni Doğum". Both parents must attend in person with all the required documents. After submitting the paperwork, the officer will issue you the official "Doğum Bilgisi" (Birth Information) document, which confirms the child's registration in the civil registry.
Stage 2: Migration Directorate (Göç İdaresi)
Book a prior appointment at the Migration Directorate in your province. Submit the original "Doğum Bilgisi" document along with the parents' IDs and the translated, notarized family booklet. The Migration Directorate will issue the child's Temporary Protection ID card. It may be handed over on the same day, or you may receive an SMS notification with a pickup date, or the card may be sent directly by mail to the registered home address.
Extra Tip: After completing the registration at the Migration Directorate, it is advisable to visit your country's consulate to register the newborn there and apply for a passport.
